NEW YORK - Bells have tolled throughout New York City and mourners have fallen silent to observe the moment a hijacked plane hit the World Trade Center.

Ceremonies are being held Friday in New York, Washington and western Pennsylvania on the eighth anniversary of the Sept. 11 terrorist attacks.

New York Mayor Michael Bloomberg says the city will "safeguard the memory of those who died" by rekindling a spirit of volunteerism.

Volunteers who cleaned debris or worked near ground zero plan to read more than 2,700 names of victims who died at the Trade Center, along with family members.

The first of four moments of silence was held around 8:46 a.m., the time the first jet hit the Trade Center's north tower.
